As trailed in our blog post back in March, new PPN 03/24 is in force from 27th June 2024, including a new form of CCS SQ. See our previous blog post for details of what has changed.
This leads onto a question we are all asking in the procurement team here - what will happen to the CCS SQ in October when the Procurement Act comes into force?
Much of the information provided in it at the moment will be inputted into the Supplier Information Service section of the Central Digital Platform (CDP) from 28 October 2024.
Regulations 9-12 of the Procurement Regulations 2024 tell us that this will include basic supplier details, economic and financial standing information, connected persons information and exclusion grounds information.
Regulation 6 makes it clear that the onus is on the contracting authority when running a procurement to ensure that the supplier has registered on the CDP, has uploaded its information to it, and shared this with the contracting authority.
However, there will still be a need for project specific questions around technical capacity and it may be that a slimmed down form of CCS SQ is used for these?
We understand that the outcome of a general review and update of PPNs will be issued in July/August 2024, and also that the Cabinet Office intends to issue templates covering conditions of participation in August/September 2024.
